Default Desparate dad

I have a 9 month grandchild who has had a "cold" since september along with ear infections. She is snuffly especially at night and has a cough. (asthma in dad!!!) She has been to the doctors many times and her parents have been told they are wasting dr's time. Baby is now not sleeping through night because she is bunged up. Nose aspirater and saline drops have been tried. Parents are finding it a struggle (tho mainly dad) because they both work and are so tired. Another issue Dad especially has difficulty with baby as she will have tantrums even in a pushchair when he takes her out. She plays him up rotten . He's reluctant to take her anywhere and dreads havin her when hes home alone with her as he dosnt feel its fair for her to inflict her tantrums on other people. When baby is with grandparents or mum there are no real problems. HELP please. He is feeling tired and unable to cope. I just want to help things to get easier for him.
